Overview An Empty Sky

Cecil Clemenzi grew up in a Cleveland suburb where he was taunted and bullied from early childhood through adolescence. By the time he graduated from NYU and landed his first job as a runner for the New York Commodity Exchange, he was on his way to becoming an emotionally fragile yet surprisingly determined floor trader. One morning, following a freeze in Florida that sends the price of Orange Juice futures sharply higher, he loses everything in just one trade. Cecil blames another more successful floor trader for his loss and is determined to inflict as much retribution as possible on him. First, through one of his 'connected' relatives, Cecil tries to have the trader's daughter killed. Then he goes after some of his closest family friends. Finally, consumed with paranoia once he realizes his nemesis is now ruthlessly seeking his own revenge, he embarks on a desperate yet somewhat comical road trip that takes him to Laramie, Wyoming, where he unsuccessfully tries to start a new life. Alone, confused, and very afraid, he decides to go back home and meet his fate.

PSD Blog reports on the reasons for tepid portfolio investment interest in Africa:

Despite their recently good performance, Sub-Saharan African stock exchanges lose out because of their small size and very low liquidity. As he put it, "the New York Stock Exchange trades more before tea than all of Africa trades in a year." The glaring exception is the Johannesburg Stock Exchange (JSE), which is as large and popular as any emerging market stock exchange.
The bottom line - a stock exchange must have $50 billion in market capitalization and $10 billion in value traded to attract any interest from global emerging market funds. Of the 15 African exchanges, only South Africa hits either metric.

Eric Osiakwan's AfricaCan lauds the alternative financing mechanism proposed for Kenya's National Fiber Network,commenting on a Balancing Act report that states:

The Kenya Government will have a 40 per cent holding in the project, Etisalat 20% and the remaining 40% will go to investors in the East African region. The Government has said it will organise an IPO on the Kenyan Stock Exchange. Several Kenyan companies have expressed interest and one said that the Government had told them it would “guarantee their loan”.

He says:

Thank God the Kenyans are experimenting with this approach where government owns part, private sector owns part, educational institutions should also own part, CSO owns part through IPO on the stock market.
The Kenyan government can actually raise the 40% from government bonds . I am not an expert on the stock market discipline of shares or bonds but this is where the financial experts need to come out with innovative solutions that can help raise much of this money locally - it is possible.

The continent's so-called frontier markets, such as Nigeria, Kenya, Ghana, Mauritius and Botswana, are up an average of 26% so far this year in dollar terms, according to Liquid Africa. By comparison, the MSCI Emerging Market Index, which includes just three African countries -- South Africa, Egypt and Morocco -- has risen 9.5% during the same period.

If you haven't heard this story, it's because the numbers are still small. The London Stock Exchange is five times as big as all African stock markets combined. And South Africa's exchange is 2/3 of the African total.

Cohn wrote "...In most sub-Saharan countries there is so little history of successful investing in domestic enterprises, of capital raising through public offerings, and of stock market activity, that the mere inauguration of stock exchanges and the listing of former parastatals is far from sufficient to assure an active and growing stock market. Steps must be taken outside of the normal course of market development, beyond merely adding to the list of securities by new privatisations or the floating of government bonds. What is required is a change in how the government views the stock exchange as well as a commitment to capital growth..."

AllAfrica reported via the Champion the welcome establishment of Nigeria's 1st commodity exchange(The Abuja commodity exchange)."...ASCE which would trade in spot transactions for high quality grains such as white and yellow maize, soyabeans, cowpea, benniseed and millet, as well as cassava and sorghum.In the light of the development the exchange has invited commodity brokers and warehouse and assaying firms to partner with it in the areas of dealership and warehousing..."The Nigerian SEC should take note of the success deregulation has brought the derivatives industry in India .Broader based competition and demutualisation is needed in the exchange industry as a whole,private industry should be encouraged to step in and begin the process of establishing more regional exchanges in markets across the board.
